This project was a major infrastructure upgrade designed to help the City of Rocky River meet stringent EPA requirements while improving treatment capacity, reliability, and long-term plant performance. Shook served as the general contractor, coordinating construction activities, trade partners, and critical process improvements within the active wastewater treatment facility.
Major upgrades included:
- Conversion of existing excess flow primary clarifiers into new Chemically Enhanced Primary Treatment (CEPT) and High Rate Disinfection (HRD) tanks
- Removal of existing concrete troughs and weir systems
- Installation of new fiberglass-reinforced plastic (FRP) trough and weir systems, baffle walls, and process piping
- Final clarifier improvements, including new chain and flight systems, sludge pumps, scum pumps, non-potable water (NPW) pumps, and associated piping
- New chemical storage building with an advanced feed system, new mag meter vault, and CEPT influent structure
- Upgrades to chemical mixing equipment, chemical piping, and process piping throughout the plant
One of the project’s most complex challenges involved constructing a cast-in-place mag meter vault around an existing 72-inch concrete pipe while keeping the line in service. Shook worked closely with project partners to develop a specialized pipe support system and carefully coordinate shutdowns, allowing the new in-line flow meter to be installed without interrupting service.
The completed improvements provide Rocky River with upgraded infrastructure, enhanced treatment capacity, and improved long-term reliability, positioning the City to meet environmental regulations while better serving the surrounding communities.
