Shook completed multiple major improvement projects at the Collins Park Water Treatment Plant in Toledo, Ohio, each requiring close coordination with plant operations to maintain uninterrupted water service to the region. Together, these projects enhanced the plant’s ability to address evolving water quality challenges, improve operational reliability, and provide safe, high-quality drinking water to the Toledo region.

New Ozone Treatment Facilities
Developed in response to a toxic algal bloom event that disrupted drinking water service for more than 500,000 residents, this project strengthened Toledo’s ability to treat raw water from Lake Erie. Shook constructed a new ozone treatment system featuring liquid oxygen storage, ozone generation facilities, two ozone contactor buildings with 160 MGD treatment capacity, sidestream injection systems, and contactor basins designed to oxidize and remove algal toxins before water returns to the existing treatment process. The work required mass excavation, engineered shoring, ozone-resistant materials meeting AIS and NSF-61 requirements, more than 2,500 instruments and valves, process piping up to 42 inches in diameter, and 12,000 cubic yards of reinforced concrete.

Basin Upgrades
Shook completed two major basin upgrade projects, Basins 1-4 and Basins 5 & 6, to modernize the plant’s existing settling processes. Work included demolition and reconstruction of reinforced concrete settling basins, removal of existing process equipment, installation of new flocculation, chain and flight, CO₂ feed, skimming, and effluent launder equipment, and construction of new effluent launder facility superstructures. The projects also incorporated cathodic protection within existing steel-framed, masonry veneer structures originally built in the 1940s, extending the service life of critical plant infrastructure.

Low Service Pump Station (LSPS) Renovation
This project upgraded Toledo’s powder activated carbon (PAC) feed system, which supports treatment of raw Lake Erie water before it reaches the plant. The project included relocating existing PAC storage silos, constructing a new 1,200-square-foot PAC Feed Building, and installing carbon slurry feed pumps, day tanks, carrier water pumps, and associated process piping. Intricate sequencing was required to keep the existing PAC feed system operational until the new system was constructed, tested, and placed into service.
