The Sewer Modernization and Revitalized Treatment (SMART) Project is a progressive design-build wastewater infrastructure program focused on improving sanitary conveyance and treatment performance for Montgomery County. The program included two major components: a new influent pump station at the existing Dryden Road Pumping and Pretreatment Facility and a new pretreatment facility at the Western Regional Water Reclamation Facility (WRF). Shook’s primary construction scope was the Western Regional WRF Pretreatment Facility, with additional coordination to support commissioning and startup of the new Dryden Road Pump Station as it tied into the Western Regional system.

Shook led construction of the new Pretreatment Facility, including screening, grit removal, and associated process improvements. Major work included cast-in-place concrete construction of the pretreatment facility, an aeration basin influent box, and installation of a precast double-tee walkway between the aeration basins and pretreatment facility. 

Work also included installation of the process mechanical piping systems and site utilities, including:

  • Slide gates
  • Fine screens and compactor system
  • Grit cyclones and classifier removal system
  • Non-potable water system
  • Associated pumps, piping, and instrumentation
  • 54-inch, 42-inch, and 12-inch force mains
  • 36-inch RAS piping
  • 66-inch aeration influent piping, 
  • Building drains, water, and sewer piping


Construction required elaborate temporary operations to keep existing wastewater treatment systems online throughout the project. This included bypass pumping, hot-tap piping tie-ins, and temporary provisions. Shook also coordinated commissioning and startup activities at the Western Regional WRF and with the County’s new Dryden Road Pump Station.
