The Elizabethtown Wastewater Treatment Plant Expansion is a critical infrastructure improvement project designed to modernize the Town’s wastewater treatment operations, improve system performance, and support long-term reliability.

A major component of the project is the construction of a new Headworks facility to improve screening and removal of influent solids and grit, helping protect downstream treatment processes, reduce maintenance demands, and enhance overall plant efficiency.

Major plant upgrades include:

  • New Headworks facility
  • Mechanical bar screens and screenings wash presses
  • Advanced grit collection, washing, and conveyor systems
  • New electrical building with modern switchgear and panels
  • Standby emergency generator for operational resilience
  • SCADA system upgrades and new remote terminal unit panels
  • New influent sewer routing to a new diverter box with sluice gates
  • Redundant treatment train routing for improved operational flexibility
  • New fencing, pavement, and site security improvements

Maintaining continuous plant operations was a key priority throughout construction. Shook implemented innovative methods of procedure to safely bypass and reroute active influent sewer lines while integrating the new systems into the existing facility. Our team also led a collaborative value engineering effort to align the scope with available funding while preserving critical performance and compliance objectives.

Upon completion, the expanded facility will provide Elizabethtown with a more reliable, efficient, and resilient wastewater treatment system designed to serve the community’s long-term environmental and infrastructure needs.
