Charlotte Water’s Mallard Creek Water Reclamation Facility RUVI (Reliability and Ultraviolet Improvements) required major process upgrades to increase treatment capacity and improve long-term facility performance. Shook served as the general contractor for three of the four process mechanical scopes, coordinating complex infrastructure improvements within an active water reclamation facility.
Major upgrades included:
- Installation of more than 1,200 LF of underground process piping, ranging from 24 inches to 60 inches in diameter
- Upgrades to two 22 MGD RAS/WAS pump stations with new pumps and process piping
- UV system improvements
- Filtration system upgrades
- Clarifier improvements
- Aeration system upgrades
A key project challenge was maintaining full plant operations throughout construction. Shook developed a detailed Maintenance of Plant Operations (MOPO) plan to guide sequencing for multiple tie-ins, bypass pumping operations, and commissioning and decommissioning of piping systems, structures, and treatment processes. The largest bypass pumping setup was designed for 25 MGD and remained in service while handling the full flow of the plant’s effluent force main.
To reduce risk for Charlotte Water, Shook developed an innovative contingency approach to help prevent overflow conditions in the event of a bypass pumping system malfunction. This proactive planning helped maintain uninterrupted operations, protect the facility, and provide confidence throughout a highly complex phase of construction.
