Provide oversight and leadership to the preconstruction team. Responsible for the allocation of necessary resources and the quality/accuracy of the work product prepared by the estimating staff. Ensure Company processes and strategies are maintained and work to develop and mentor support staff.   


  • Work with Lead Estimators to establish bid teams with assignments
  • Coordinating bond requirements with VP-Preconstruction Services
  • Assist VP-Preconstruction Services in maintaining estimating policy, cost history for estimating purposes, and database cost information
  • Assist with Mentoring/Training of existing team members and new hires
  • Attend drawing and estimate review meetings
  • Provides oversight for pre-bid requirements, bid solicitation, MBE/FBE requirements, compiling the pre-bid construction schedule, and creating of Timberline estimate for input of items by the bid team
  • Organize and Participate in Drawing / Estimate Reviews
  • Provides oversight in Division 1 costs input / review and developing of late bid sheets
  • Provides oversight for designating a bid runner
  • Direct bid day requirements
  • Lead the execution of Pre-Construction services type work such as budgeting, design meetings and value engineering services
  • Participate in presentations with clients
  • Work with Lead Estimators and the Project Management Team in project hand-off meetings
  • Provides oversight in review of specifications and drawings to determine scope of work
  • Perform post bid analysis
  • Serve as a Market Leader in our relationships with key subcontractors, suppliers, and clients
  • Manages the collection and archiving of cost history and the maintenance of the Estimating Software Database
  • Review project plans and specifications and coordinate with teams for complete scope
  • Analyze alternative means and methods to determine best value to the project
  • Review GC's, site logistics, schedule, & scopes of work for comprehensive proposals
  • Assist with the scope review process and subcontractor selections
  • Actively participate in industry, client, and community relations to enhance the company image

  • Reasons for indirect reporting relationship:  Coordination of estimating responsibilities and resource management
  • Directly reporting to this position are: Lead Estimator, Estimator, Project Estimator, Co-op / Interns
  • Indirectly reporting to this position are: Preconstruction Coordinator, Project Manager, Project Superintendent and Project Engineer
  • Reasons for indirect reporting relationship:  Functional assignments as they relate to estimating various projects

  • Bachelor’s degree or equivalent experience in Civil or Mechanical Engineering or Construction Management
  • 10 or more years of estimating experience in construction industry
  • Ability to prepare, coordinate and manage multiple large and complex project estimates for each project delivery method

Language Skills:

Ability to read and comprehend complex documents. Provide clear instructions, short correspondence, and memos. Ability to effectively collaborate and present information in one-on-one and group situations to customers, clients, and other employees of the organization.

Computer Skills:

Proficiency with office equipment, computers and various PC software programs and estimating software.

Other Skills:

Well-organized, self-motivated and able to proficiently perform duties with little supervisory guidance.

Certificates, Licenses and Registrations:

Valid driver’s license with clean driving record. Motor Vehicle report required.

Physical Demands:

Medium amount of physical exertion. Medium manual dexterity or physical manipulation. Medium level of physical stamina and endurance. Maintain regular and punctual attendance, work overtime as assigned, travel overnight as required and comply with all company policies and procedures including safety.
